Belgium is a Schengen State and has some specific visa guidelines. Kindly go through the following note:

Schengen Territory: The citizens of India can get short stay visa for a period that ranges from one to ninety days, which will be valid for all countries of the Schengen Territory i.e. Austria, Benelux (Belgium, Netherlands, Luxembourg), Denmark, Czech Republic, Estonia, France, Finland, Germany, Hungary, Greece, Iceland, Latvia, Italy, Lithuania, Norway, Malta, Poland, Slovakia, Portugal, Slovenia, Spain, Sweden & Switzerland. The Schengen Convention is an innovative initiative taken for freedom of circulation of people. According to the same, foreigners having a valid stay permit delivered by one of the Schengen states can leave and later re-enter the Schengen Territory without taking visa again, but with a condition that they have a valid passport along with relevant travel document and a multiple entry visa. However, application for visas have to be submitted with the relevant Consular authorities, which are to be determined according to the following criteria

1. If the applicant planning to stay in one country only, the application must be submitted at the Representation of the same country.
2. If the applicant intends to travel to more than a few member States, the application should be submitted at the Representation of the country where the main point of travel lies mentioning the duration of stay.
3. If the main destination cannot be determined, the capable Consular office for processing the application will be one of the countries of the first port of entry into the Schengen Territory
4. However, the long term visas are still subject to the Law of the country of destination. They must be applied for at the Consular Authorities of the concerned member of the states.
Note: For machine readable visas & passports.

Machine readable visas (that are in all cases the type given by the Belgium Consulate) are not to be applied on the reverse side of a passport page which already contains another machine readable visa (despite of the country of issuance & the validity of that visa). Thus, it is advisable that the passport should contain at least one double blank page reserved for visas (blank front and back). One must note that his / her visa will not be affixed if his / her passport doesn't abide by with this (new) criteria, in which case you will be requested to submit a new passport.

Tourist Visa

Passport of the Applicant should be valid for at least 3 months beyond the expiry date of your visa and should contain at least one double blank page reserved for visas (blank front and back). Complete photocopy of your passport (the blank pages don't need to be copied). Passports with validity of over 10 years will not be accepted as the main required travel document. It is a compulsory requirement that one should have two blank pages opposite to each other.

One visa form (print or photocopy allowed- back to back) duly filled and signed.
Documents mentioning the reason of your trip (e.g. an invitation letter) and instances of the intended stay (e.g. confirmed hotel booking vouchers or any other lodging reference).
Two photographs of size "35 mm x 45 mm" against a white background with 60-70 % face coverage, (the size of the face from the bottom of your chin to the hairline must be between 32 mm and 36 mm), and the photo has to be printed on high-quality paper with at least "600 dpi resolution". The photograph should be pasted on the specified space (not stapled). One additional photograph needs to be attached to the application form with a paper clip.

Confirmed onward / return air ticket (along with photocopy) should be attached to application form.
Proof of Financial support such as:- Copy of Bank statement for last three months, Copy of Income Tax Returns for the last three years, Copy of Salary Slips for the last three months.
If the applicant is going on a holiday, a letter of leave from the applicant's employer mentioning the applicant's position in the company should be attached. Or, a letter of the applicant's school administration permitting the holiday and if you are below the age of 21 years with parental consent (from both parents/guardian) sworn before the Magistrate Court.

Your original medical insurance policy will also be required. Some approved Indian Travel Insurance Companies providing Travel Medical Insurance for Schengen Visa are:

  • Applicants are advised to apply at least 3 weeks prior to the scheduled date of departure.

For applicants applying in New Delhi:

Visa fee should be paid in cash at the Belgium Visa Application Centre. Also, there is a VFS service charge of Rs. 1035/- levied per application and a cash handling charge of Rs. 57/- (inclusive of service tax & education cess) payable in cash.
For applicants applying in Mumbai and Bangalore:

One bank draft per application per person, dated not later than the presentation of the visa application. The draft should be made in the following particulars:

Business Visa

For Self employed applicants:
The applicant should have passport that will be valid for at least 3 months beyond the expiry date of your visa and should contain at least one double blank page reserved for visas (blank front and back) while applying for the visa.
One duly filled and signed application form and dated by the applicant.
The original invitation letter from the inviting company in Belgium or the Grand Duchy of Luxembourg, mentioning the name, profession and passport number of the person (s) invited, along with the reason and duration of the visit, which party will bear the travelling and lodging expenses, telephone / fax number / e-mail address of the inviting company in Belgium or the Grand Duchy of Luxemburg, name, position and signature of the legal representative of the inviting business relation. This letter should be made on official letter head paper.
This document will be used as a covering letter from the Indian company (or an official organization in India) verifying the applicant's position in the company. The letter should also mention which party is bearing the expenses related to the trip of the applicant. This letter should be made on official letter head paper used by the company.
Confirmed return plane ticket reservation with all flights details.
Complete documentation related to the entire period of stay in Schengen area. The hotel stay / itinerary should match the ticket dates and maximum stay should be in Belgium.

It is recommended that you must provide recent and official financial information of the Indian company or Indian organization and the proof of an existing commercial relationship, if in case you have already done business with the inviting company in Belgium or the Grand Duchy of Luxembourg (such as the bill of lading, business contract, etc)

Note: It should be noted the documents mentioned above are only the basic documents which are to be submitted in all the cases. However, additional documents may be requested by the Embassy or Consulate General. Also, the applicant might be invited in person for an interview.

You should apply 3 weeks before the scheduled date of departure.
All submitted documents must be recent.
All the documents should be produced in 1 original and 1 copy.
The present short stay visa doesn't let off you from a work permit which might be need depending on the type of activity you are intended to do in Belgium. So, before departure, kindly check the same with your employer or client in Belgium.
One should note that submission of false documents may be followed by legal action.
The above-mentioned visa is valid for all Schengen countries and is intentional for a short stay of up to 90 days.
The Multiple entries are required, in case of the Schengen-area is re-entered after e.g. travelling to USA / UK. If you need to get any further applications for other countries are to be made, the passport can stay in possession of the applicant till the day prior the date of issue.
AS A RULE - and if provided the relevant authorities do not object or no additional documents are required - the visa will be given after 3 working days.

NOTE:
NEW PROCEDURE: Most common documents needed are certificates of civil status such as (Birth / Marriage / Death Certificates), diplomas, police clearance certificate and affidavits. These documents only require a single legalization (Apostle) issued by the Ministry of External Affairs in New Delhi. However, additional legalization by the Belgian Consulate / Embassy is not needed any further. Transit Visa

You need to apply for transit visa while crossing Schengen countries. The visa can be of maximum up to 5 days, with Belgium or the Grand Duchy of Luxembourg. The documents required to apply for the same are:
Passport of the Applicant should be valid for at least 3 months beyond the expiry date of your visa and should contain at least one double blank page reserved for visas (blank front and back). Photocopy of the passport (the blank pages don't need to be copied). Passports with validity of over 10 years will not be accepted as the main required travel document. Seamen Visa

Seamen transit visa permits a maximum stay of five days in the Schengen area, prior to onwards travel to a country situated outside the borders of the Schengen area.
The applicant must have passport which would be valid for at least 3 months after the expiry date of your visa and should have one double blank page reserved for visas (blank front and back). One photocopy of the passport will also be required. Passports with validity of over 10 years will not be accepted as the main required travel document. It is a compulsory requirement that one should have two blank pages opposite to each other.
One legible fully completed application form.

Applicant should attach a covering letter for the travel either from his / her side or company should provide the same.
Applicant's passport should have a valid visa for the country of final destination
You must have proof of transport (confirmed air or train ticket)
You must have proof of financial status and confirmed hotel reservation.
A Continuous Discharge Certificate should be attached with the passport (Seamen's Booklet).
The visa application must be attached with letter of contract (in original) with the shipping company, explaining the nature of employment, duration of the contract and other details regarding the purpose of applicant's travel.

Work Permit Visa

In order to apply a work permit visa for Belgium, you need to submit the following documents at the embassy or consulate responsible for your place of residence:
Applicant should have a valid passport for at least 12 months while filing the application for visa. The passport should contain at least one double blank page reserved for visas (blank front and back). Passports valid for over 10 years won't be accepted as the main required travel document. Two blank pages in the passport is a mandatory thing.

Two duly filled visa application forms, signed and dated by the applicant.
The applicants should submit their original work permit / training permit obtained by the Belgium-based employer, or his representative, from the regional employment service that covers the employer's place of business (VDAB, FOREM or ORBEM). If in case, the applicant is exempt from the work permit or training permit, the relevant certificate should be submitted along with the application. In case of researchers at a Belgian university, it is advisable to take up this matter to their tutor in advance.
A document (certificate) proving police clearance for the past 1 year of the applicant will be required. One must note that the document will be valid for only 6 months from the date of issue. If in case the applicant lived in a foreign country during the past 1 year, he / she should submit a "Police Clearance Certificate" issued by the related authorities of that particular foreign country.
It should be noted that depending on circumstances, complementary documents, such an invitation letter from the Belgian company or a post letter from the company in India providing extra information about the motif of the trip if may be demanded.

Student Visa

For a study-related accommodation in Belgium, an applicant need a temporary residence permit (Autorisation de Sejour Provisoire pour etudes/Machtiging tot Voorlopig Verblijf voor studies) from the Belgian Embassy or Consulate responsible for the concerned place of abode.
Applicant should have a valid passport for at least 12 months while filing the application for visa. The passport should contain at least one double blank page reserved for visas (blank front and back). Passports valid for over 10 years won't be accepted as the main required travel document. Two blank pages in the passport is a mandatory thing.

A medical certificate (valid up to 6 months from date of issue). The specific form (available here) should be signed and stamped by one of the designated hospitals / doctors.
If the candidate is over 21 years old (or 18 if is going to study at a private educational establishment), than a "Police Clearance Certificate" for the past 1 year. As mentioned above, this document will be valid for 6 months (from the date of issue). Similarly, if the applicant has resided in a foreign country during the past 1 year, then a Police Clearance Certificate issued by the relevant authorities of that specific foreign country needs to be submitted.
The documentary proof of registration or a registration permit for the full course in a higher education establishment in Belgium, or proof of application for a correspondence certificate for diplomas or certificates issued abroad, or proof of registration for an admission test or entrance test should be submitted.
A notarized certificate of candidate's diploma / degree, or proof of study at an Indian university or institution of higher education in the notarized form has to be submitted.
One must submit the evidence of his / her financial support, which can be done by any of the following documents:
  • Verified document of the scholarship you have been or will be granted. Or
  • Verified document if in case a guarantor supports you and your study.
  • If the guarantor is a Belgian national or has a permanent residence permit in Belgium, he / she need to provide the below given documents:
  • A letter of guarantee (in the prescribed form - annex 32 - French / English version - Flemish / English version), duly signed by him / her. The document can be obtained from the guarantor's municipality in Belgium and needs to be certified by the municipality. This guarantee document remains valid for 6 months after the date of issuance.
  • A credential of registration issued to the guarantor by the municipality in Belgium; in addition, a photocopy of the guarantor's passport / identity card.
  • Documentary proofs of the financial stability of the guarantor (bank account statement / salary sheet / tax paper etc). The monthly income should be at least as mentioned (for particular year) + €569 for the student (for the academic year) + €150 for each dependant family person.
  • It's also recommended to provide a certificate mentioning the composition of the guarantor's family.
If the guarantor is living in India or in a foreign country, he has to provide the below mentioned documents:

  • A letter of guarantee (in the prescribed form _ annex 32 - French/English version _ Flemish/English version) duly written by the guarantor. If the guarantor is residing in India, he / she need to present in person at the Embassy / Consulate General to sign the letter of guarantee and have his signature legalized. If the guarantor is living in a foreign country, this letter of guarantee can be obtained from the diplomatic or consular mission of Belgium in the country he / she is residing in and has to be certified by that mission. The guarantee documents remains valid for 6 months after the date of issue.
  • A photocopy of the guarantor's identity card / passport.
  • Documentary proof of the financial stability of the guarantor such as: bank account statement for the last 3 months / salary sheet / tax paper - translated and notarized (*). The monthly income should be at least (the equivalent of) amount mentioned + €569 for the student (for the particular academic year) + €150 for each dependant family member.
  • (If possible) The applicant should submit the certificates of foreign language studies. However, it may be noted that the certificates should be submitted in the notarized form. In many cases: other complementary documents might be demanded to justify the merits of the visa application.
  • All documents have to be given in 1 original and 1 copy.
  • It should also be noted that submitting false documents may be followed by legal action.
  • All requisite official documents must be recent i.e. not older than 6 months, attested by local, competent authorities and then legalized by The Ministry for External Affairs, Consular Division, Patiala House, New Delhi (more details). [Legalization.doc]
  • If in any case the original certificates are in any of the local languages, then an official translation in English must be attached which should also be duly attested and legalized by Indian Authorities.
Points to be noted:

All official documents issued in India must be legalized by Ministry of External Affairs, Patiala House, New Delhi. Only Apostle by the Ministry of External Affairs will be received for the documents issued by Indian Public Authorities.
It should also be noted that above mentioned required documents are only the basic indicatives which are to be submitted in all the cases. Additional documents might be requested by the Consulate and Applicants might also be invited for personal interview.
All submitted documents should be recent (within the last 6 months). The submission of false documents may lead to legal action.
The Consulate has a right to ask for verification from the bank / financial institutions for the financial documents attached with the visa form.
The aforementioned type D visa is a single entry National visa and needs registration in the Belgian population registers on arrival.
The Consulate also processes applications for Luxembourg.
A photo state copy of the first page of the passport and a set of clear copies of the above mentioned documents in the same exact order is required before submitting applications at VFS.
